          近几年随着PPP模式的兴起,作为城市建设领域主力军,PPP模式已然成为工程类央企参与城市建设的主流投资模式,同时这种模式也占据了较高的市场份额。据PPP有例数据服务平台发布的《全国PPP领域六大央企发展形势》报告显示,近三年,中国中铁、中国铁建、中国交建、中国建筑、中国中冶、中国电建等工程类央企领衔的央企社会资本,在PPP市场中的投资总额超过3.8亿元,占比超过45%。

            陈民告诉《FOREX21》编辑,虽然工程类央企在参与城市建设领域时,有着体量规模大、资质能力强以及经验丰富多等优点,但从发展角度来看,其弱点同样明显:一是主业领域竞争激烈,导致整体利润率较低。二是政策层面存在部分受限,如“禁止央企乱投资”“要求央企回归主业”等要求,是限制央企涉猎新领域的主要因素。加之其自身也属于比较传统的一类企业,所以在内因外素的结合下,导致工程类央企并不容易在业务模式上实现创新、突破。三是受制于自身的决策机制影响,导致工程类央企在一些创新领域上,步调较为缓慢,在一些看不清行业风险的领域内,很难实现大规模的进入。与民营企业相比,这些都是决策机制上的劣势体现。

            因此,对于工程类央企而言,要想从本质上实现提质增效降杠杆的目的,陈民认为,一方面要在常规管理上寻找突破,另一方面,还要围绕内核寻求传统领域升级、探索未来城市内容的发展,寻找更大的市场空间,并从工程建造商向城市运营商转型。
